The legal systems in both the UK and the USA include the right to trial by jury, in which 12
members of the public are chosen at random to hear criminal cases and decide whether the
accused person or persons are "guilty" or "not guilty". After hearing all the evidence and
receiving guidance from the judge regarding the relevant points of law under discussion,
the jury then retires to a private room for an indefinite period of time until at least 10 of the
12 agree on a decision.
So, when you or your company introduce a new product or service and it is still unclear
whether it is successful with the public, you can use the expression
"The jury is still out on this one."
